The 2nd number 65 is used to calculate the sidewall height or "aspect ratio", by percentage. So, the sidewall height of a 185/65 R 15 tire is 60% of 185 = 192.
17565-R14 tires are 0.78 inches (19.9 mm) smaller in diameter than 185/60-R15 tires and the speedometer difference is 3.3%.
